The Keystone KTEB-275-UV-TP-PIC is a fluorescent ballast designed specifically to operate T12 fluorescent lamps, not LED lamps.
Compatibility with LED Bulbs:-
Not compatible with LED tubes unless the LED tube is a Type A or Type AB LED that is specifically designed to work with magnetic rapid start or preheat ballasts, and the manufacturer lists this model as approved.
To use LED tubes with this fixture:

Check the LED tube manufacturer’s ballast compatibility list to see if the KTEB-275-UV-TP-PIC is supported.

If it’s not listed, you’ll likely need to bypass the ballast and rewire for a Type B LED.
